Tioga Man Faces Felony Charges After Alleged Assault On Three Year Old

TIOGA, PA – Back on Monday, June 5, 2023, around 7:00 PM, Pennsylvania State Police investigated a report of possibe child abuse that was caught on video. The victim in this case was a 3-year-old male child.

According to PA State Police, after they reviewed the video of the incident, and then responded to the 20 block of South Main Street in Tioga Borough and removed the juveniles from the home. Police would arrest and charge 37-year-old Joseph Paul Upham of Tioga, PA., in this incident.

Upham was charged with two felony charges which include the following;

* Title 18 Section 2702 A8 – Aggravated Assault – Victim Less than 6 Years Old and Defendant 18 Years or Older. (Felony in the 2nd Degree).

* Title 18 Section 4304 A1 – Endangering the Welfare of Children – Parent/Guardian/Other Commits Offense. (Felony in the 3rd Degree).

Upham was able to post the $50,000.00 unsecure bail and his preliminary hearing is scheduled for Thursday, August 24, 2023, at 9:30 AM in front of MDJ James R. Edgcomb. (See Court Record here).
